Frank was preceded in death by his parents, George Frank and Frances Wilkins; brother, James; grandson Jay Dalton Phillips; and his faithful cocker spaniel, Zack.        Survivors: Wife, Donna; brother, Dale Wilkins and wife, Connie; children, Kenneth and his wife, Theresa, Rhonda Phillips and husband, Steve, Kevin and his wife, Teresa; grandchildren, Macky, Shiela, Wendy, Lauren, Michael, Mickey, Alexis, Gabbie, Kristi, Colin and Trace; four great-grandchildren.
